Hobart draft Local Provisions Schedule open for comment

The Tasmanian Government has legislated to replace the current planning schemes for each Tasmanian council with a single, statewide, planning scheme to manage use and development of land.

The City of Hobart’s draft Local Provisions Schedule (draft LPS) component of the State Scheme is now available for the community to review and make comment.

It sets out how the state-wide Tasmanian Planning Scheme will apply within the Hobart municipality.

Hobart Planning Committee Portfolio Chair Simon Behrakis said community engagement was an important step in preparing this key document for the city.

“The Draft LPS will determine how land in our municipality can be used and developed. It contains maps of the Zones and Codes that apply to use and development, as well as the specific provisions that apply to each parcel of land,” Ald Behrakis said.

“I would encourage everyone, especially property owners to take a look at the draft LPS and make sure they are informed and provide feedback if they have concerns.

“I know many of us can feel daunted by technical planning details, but all the information for your specific property address is searchable on the website and we have detailed ‘Frequently Asked Questions’ to help you navigate and make sense of what it means for you.”

Ald Behrakis said for most properties the LPS won’t significantly change their land use and development options.

“The draft LPS has been applied under the direction of the Tasmanian Planning Scheme zone application guidelines set by the State Government and mostly carries forward similar provisions under the current planning scheme - the Hobart Interim Planning Scheme 2015,” Ald Behrakis said.

“Property owners whose land use zonings or specific provisions may be most affected by the proposed draft LPS have been contacted directly via mail to ensure they are informed and have the opportunity to ask questions and submit a formal representation if they have concerns.”

The draft LPS will be on public exhibition from 1 May until 30 June 2023 allowing people to make written representations detailing any issues they would like to be considered.

Council is also holding drop-in information sessions during the exhibition period.

Following the close off date for submissions, council will consider the written representations received and prepare a report to the Tasmanian Planning Commission.

The Tasmanian Planning Commission will then hold public hearings where public representations and council’s report are considered.
