PSA-25-3 Visitor Accommodation SAP
The City of Hobart Planning Authority has endorsed draft Amendment PSA-25-3 and will forward it to the Tasmanian Planning Commission for consideration. The amendment proposes a new Hobart Visitor Accommodation Specific Area Plan to limit new whole-dwelling visitor accommodation in residential zones, helping protect housing availability and affordability for long-term residents.
Following public exhibition, 52 representations were considered. Independent planning consultants Era Advisory reviewed all representations and concluded there was no evidence to alter previous findings that the amendment meets legislative planning criteria.
The Planning Authority remains satisfied the amendment has a sound planning basis, is supported by extensive housing, economic and tourism analysis, and delivers a net community benefit by improving housing outcomes while continuing to support the visitor economy.
Minor technical amendments have been endorsed to improve clarity, including confirming that Battery Point is not included in the proposed overlay area. The Tasmanian Planning Commission will now undertake the next stage of the assessment process. It is anticipated that there will be a public hearing so that the Commission can hear further from any person who made a representation.
This process will not impact on those properties that already have a permit for visitor accommodation and have started to use their property in this way.
Macquarie Point Precinct – Impact Assessment on Road Reserve (Conditions B12 and B13) – consultation
The City of Hobart Planning Authority has endorsed the Impact Assessment on Road Reserve for the deconstruction and removal of the Goods Shed and Red Shed at Macquarie Point, supporting its approval by the Secretary of the Department of State Growth.
The independent assessment conducted by WSP found the risk to nearby road infrastructure is low, provided recommended mitigation measures are implemented during the works. Council officers reviewed the assessment and were satisfied it meets the requirements of Conditions B12 and B13 of the State Policies and Projects (Macquarie Point Precinct) Order 2025.
The Planning Authority noted the assessment had been properly prepared and supports the proposed deconstruction activities. As part of its response, Council also advised that anyone seeking to occupy or undertake works within a City of Hobart-managed road reservation must obtain the necessary permits. Further assessments relating to future stages of work at Macquarie Point are expected to be submitted for consultation.
Officer level development applications approved between 8 August and 17 August 2026
Between Hobart City Council Planning Authority Committee meetings, the City's Planning Officers are busy reviewing a range of residential and commercial development applications for Hobart.
Since the last meeting, 21 development applications delegated to council officers were also approved while 22 development applications are currently being advertised.
A reminder that the Council has a planner on duty during office hours which members of the community can call through our Customer Services to check to see whether any development or work to a garden will require planning approval.
