City of Hobart End of Term Report 2022-2026

The End of Term Report highlights major achievements delivered during the 2022-2026 Council term, including city-shaping projects, strategic planning initiatives and significant investment in community infrastructure and public spaces.

A key achievement was the City’s strong financial performance. Total income increased from $167.6 million in 2022-23 to $194.9 million in 2025-26, supporting a turnaround from a $2.7 million underlying deficit to sustained operating surpluses. The City’s asset base also grew from $2.5 billion to $3.3 billion, reflecting continued investment in community facilities and infrastructure.

The term saw important advances in reconciliation and inclusion through the adoption of Country, Culture, People 2025-2028 and the Hobart: City for All Action Plan 2026-2029. Climate action was strengthened through the development of the Climate Ready Hobart Strategy 2040, delivery of Tasmania’s first Climate Assembly and expanded resilience and bushfire preparedness programs.

Council improved transport choice and connectivity through the Hobart Transport Strategy 2024, secured $20 million in Federal funding for new Derwent ferry terminals, expanded active transport infrastructure and introduced Tasmania’s first live online parking map.

Progress was also made on housing supply through the Hobart Housing Action Plan, while Hobart’s cultural reputation was enhanced through UNESCO City of Literature recognition and continued support for festivals and arts programs.

Major upgrades were delivered to sporting facilities, parks, playgrounds, recreational spaces and the Doone Kennedy Hobart Aquatic Centre. Community engagement also reached new levels, with more than 104,000 visits and 10,000 contributions through the Your Say Hobart platform since 2022.

Together, these achievements have laid a strong foundation for Hobart’s future.

The submission welcomes progress in areas including heritage conservation, landscape protection, public access, active transport and recognition of Aboriginal cultural heritage.

It also highlights the importance of ensuring future planning is supported by detailed information on development scale, transport demand and infrastructure needs.

Key recommendations include the preparation of an Integrated Transport and Parking Plan, clearer staging and development information, a Cultural Landscape Management Framework, and continued collaboration with stakeholders as the project progresses.
