Application Forms

If you want to hold a special event or undertake construction on a public street managed by the City of Hobart, you may require a permit to do so. 

Road closures for construction works or special events 

Road closure applications require the following information: 

  • a Road Closure Application Form(PDF, 73KB)
  • a Certificate of Currency for public liability insurance of at least $10 million
  • a signed Indemnity and Traffic Management Statement(PDF, 65KB)
  • a Safe Work Method Statement which identifies risks associated with the event and how they will be treated
  • a Traffic Management Plan, prepared by someone with appropriate training and experience, which complies with the requirements of Traffic Control for Works on Roads – Tasmanian Guide 2011

Permits for occupation of the public highway for construction works or special events 

It is illegal for a person to occupy a highway without a licence or permit. 

To apply for a permit you need to provide the following information: 

  • a Traffic Management Application Form(PDF, 63KB)
  • a Certificate of Currency for public liability insurance of at least $10 million
  • a signed Indemnity and Traffic Management Statement(PDF, 65KB)
  • a Safe Work Method Statement (SWMS) which identifies risks associated with the event and how they will be treated
  • a Traffic Management Plan (if the SWMS identifies that one is required), prepared by someone with appropriate training and experience, which complies with the requirements of Traffic Control for Works on Roads – Tasmanian Guide 2011 

Please note: if works will involve the excavation of the surface of any part of the public highway, a separate permit to open up and temporarily occupy a highway is needed (in addition to any permit required for the traffic management component of the works).

Relevant By-law

According to the Highways By-law (By-law No. 3 of 2008) to occupy is ‘to place on a highway any wares, goods, chattels, items, tables and chairs, cranes, concrete pumps or special vehicles used for building work, or build any structure for sale, to enable the service of food or beverages or for any other purpose or to fence off any part of the highway to exclude members of the public’.

Fees and charges apply for each of the following: 

  • scaffolding permits
  • skip bin permits
  • crane/concrete pump/cherry picker permits
  • hoarding permits
  • road closure licence
