Deputations (verbal presentations)

The City of Hobart provides opportunities for the community to make a deputation (verbal presentation) to the Council on relevant matters.

Subject to relevant processes and approvals, deputations may be heard at:

  • Planning Authority Committee
  • Hobart Workshop Committee
  • Council.

Please note that a deputation is not an essential part of the Council's decision-making process. Deputations are accepted at the discretion of the Chief Executive Officer (CEO).

Procedures

Committees

The following procedures apply to deputations (verbal presentations) to Council committees:

  1. A person may make a deputation to a Council committee with the approval of the committee Chairperson and Chief Executive Officer.
  2. The deputation must relate to an item listed on an agenda for a Council committee meeting, or:
    1. if the matter is not listed to be discussed on the appropriate agenda but is in accordance with the Terms of Reference of that Committee, the item is to be listed as a general deputation and the current procedure in relation to a deputation will apply.
  3. Any person who wishes to make a deputation to a committee are requested to provide a written request setting out:
    1. the likely members of the delegation
    2. the purpose of the request
    3. the nature of the matter or matters intended to be placed before the committee.
  4. The committee Chairperson and Chief Executive Officer is to decide whether or not the deputation is to be received.
  5. If the Chairperson and Chief Executive Officer decides that the deputation is to be received, the Chief Executive Officer is to note the item on the appropriate agenda.
  6. Where the Chairperson and Chief Executive Officer decides the deputation not be received, the Committee will be advised.
  7. A deputation:
    1. is not to exceed 3 persons
    2. is limited to a duration of 5 minutes in total irrespective of the number of people presenting
    3. time may be extended at the discretion of the Chairperson.

Council meetings

The following procedures apply to deputations to ordinary Council meetings:

  1. Any person who wishes to make a deputation to an ordinary Council meeting must put the request in writing, no less than 7 days before the meeting setting out:
    1. the nature of the matter to be placed before the Council
    2. the likely members of the delegation
    3. the purpose of the request.
  2. The Chief Executive Officer is to decide whether or not the deputation is to be received.
  3. If the Chief Executive Officer decides that the deputation is to be received, the Chief Executive Officer will facilitate this through an item listed on the agenda for the next ordinary Council meeting.
  4. Where the Chief Executive Officer decides the deputation not be received, the Council will be advised.
  5. Deputations in relating to matters programmed to be listed on the Council agenda, will not be accepted, consistent with the policy in relation to public questions.
