City Services Committee

The City Services Committee is the Council Committee with the responsibility for the City's engineering infrastructure and essential services.

In particular the Committee is responsible for assisting the Council in relation to infrastructure, assets, essential services, emergency management and general engineering matters.

In addition, the Committee is responsible for matters within the responsibility of the City Services Division pertaining to:

  • Asset management
  • Financial reporting
  • Write off of Debts
  • Fees and charges
  • Projects
  • Budget
  • Receiving and considering reports pertaining to the Committees functions from special committees, sub-committees or such other groups which may from time to time be formed
  • Proposals for changes or additions to existing legislation or by-laws or the drafting of new documentation
  • The awarding of tenders and contracts (where the contract sum exceeds the General Manager's delegation).

Community Development Committee

The Community Development Committee is the Council Committee with the responsibility for dealing with community and social issues in the City.

In particular the Committee is responsible for assisting the Council in the following function areas:

  • Community Development, including community safety, cultural diversity, Aboriginal issues, civic awards and equal access
  • Services for children, youth and older people
  • Events (including the Hobart Summer Festival, the Taste of Tasmania and the Salamanca Market)
  • Cultural Development, including public art
  • Sister City Relationships
  • Community, Cultural and Major Event Grants
  • Matters which are within the responsibility of the Community Development Division pertaining to: Asset management, Financial management, Budget, Write off of Debts, Fees and charges, Projects
  • To receive and consider reports pertaining to the Committees functions from special committees, sub-committees or such other groups which may from time to time be formed
  • The awarding of tenders and contracts (where the contract sum exceeds the General Manager's delegation)
  • Proposals for changes or additions to existing legislation or by-laws or the drafting or new documentation

Development and Environmental Services Committee

The Development and Environmental Services Committee is the Council Committee responsible for land use planning, development control and public and environmental health matters.

In particular the Committee assists the Council in the following function areas:

  • Applications for planning permits
  • Introduction of new planning schemes and amendments to planning schemes
  • Strategic land use planning for the development of the municipal area, including urban design and cultural heritage issuesEnvironmental planning issues
  • Public and environmental health issues
  • Matters which are within the responsibility of the Development and Environmental Services Division pertaining to: Asset management, Financial management, Debt write off, Fees and charges, Projects, Budget
  • To first consider all comments referred to the Council by the Battery Point Advisory Committee
  • To receive and consider reports and comments pertaining to the Committee's functions from special committees, advisory committees, sub- committees or such other groups which may from time to time be formed
  • The awarding of tenders and contracts (where the contract sum exceeds the General Manager's delegation)
  • Proposals for changes or additions to existing legislation or by-laws or the drafting of new documentation

Finance and Corporate Services Committee

The Finance and Corporate Services Committee is the Council Committee responsible for providing financial and landlord property advice to the Council.

In particular the Committee is responsible for assisting the Council in the following function areas:

  • Audits (internal and external)
  • Financial management, including: Annual Carry Forwards, Ten year new assets projects program, Half yearly budget review, Property management
  • Buying, selling, acquiring and leasing of land or buildings
  • On and off street parking
  • Matters which are within the responsibility of the Corporate Services, Executive Management and Financial Services Divisions pertaining to: Asset management, Financial management, Write off of Debts, Fees and charges, Insurance, Projects, Budget
  • To receive and consider reports pertaining to the Committee's functions from special committees, sub-committees or such other groups which may from time to time be formed
  • The awarding of tenders and contracts (where the contract sum exceeds the General Manager's delegation)
  • Proposals for changes or additions to existing legislation or by-laws or the drafting of new documentation

Parks and Customer Services Committee

The Parks and Customer Services Committee is the Council Committee with the responsibility for the City's parks, recreation areas and customer service issues.

In particular the Committee is responsible for assisting Council in the following function areas:

  • Parks, gardens, reserves, bushland, open space, foreshore and beaches
  • Fire management
  • Plant nursery and Skills Centre
  • Sporting and recreational facilities, including the The Hobart Aquatic Centre
  • Animal control
  • Customer services
  • City marketing
  • Matters which are within the responsibility of the Parks and Customer Services Division pertaining to Asset management, Financial management, Budget, Write off of debts, Fees and charges, Projects
  • To receive and consider reports pertaining to the Committee's functions from special committees, sub-committees or such other groups which may from time to time be formed

Strategic Governance Committee

The Strategic Governance Committee is the Council Committee with the responsibility for strategic governance matters.

In particular the Committee is responsible for assisting the Council in the following functions areas:

  • Annual review of the Council's policy manual
  • Matters which are the subject of consideration between the Council, other local government entities or the State or Commonwealth governments
  • Matters relating to support to aldermen
  • Proposals for changes or additions to existing legislation or by-laws or the drafting of new documentation
  • Preliminary consideration of the Council's draft Strategic Plan
  • Preliminary consideration of the Council's draft Annual Plan
  • Matters pertaining to the conduct of the Council's Annual General Meeting
  • Matters pertaining to the conduct of local government elections
  • Matters pertaining to the Council's Economic Development Strategy, including strategic property issues
  • Matters pertaining to organisational development and risk management
  • Consideration of the proposed meeting schedule for Council and council committees
  • Receiving reports from Council representatives on outside bodies and from other bodies as determined by the council
  • Receiving and considering reports pertaining to the Committee functions from special committees, sub-committees or such other groups which may from time to time be formed
  • The awarding of tenders and contracts (where the contract sum exceeds the General Manager's delegation
  • Considering matters not falling within the terms of reference of other Council committees
