The Council works within a legal framework called the Local Government Act 1993. In addition to this legislation the Council can also create by-laws to manage, regulate or control various activities within the City. Currently six by-laws exist to deal with:

  • Matters of health and environmental services
  • Parking
  • Conduct on the highways
  • Conduct in the parks, recreation, and natural areas
  • The supply of water, the sewerage system, and stormwater and land drainage

The Local Government Act 1993 states that By-laws expire 10 years after the date on which it takes effect unless it is expressed to expire sooner.
