The Community Development Committee is the Council Committee with the responsibility for dealing with community and social issues in the City.
In particular the Committee is responsible for assisting the Council in the following function areas:
- Community Development, including community safety, cultural diversity, Aboriginal issues, civic awards and equal access;
- Services for children, youth and older people;
- Cultural Development, including public art;
- Sister City Relationships;
- Community and Cultural Grants;
- Matters which are within the responsibility of the Community Development Division pertaining to: Asset management, Financial management, Budget, Write off of Debts, Fees and charges, Projects;
- To receive and consider reports pertaining to the Committees functions from special committees, sub-committees or such other groups which may from time to time be formed;
- The awarding of tenders and contracts (where the contract sum exceeds the General Manager's delegation);
- Proposals for changes or additions to existing legislation or by-laws or the drafting or new documentation.

- Strategic land use planning for the development of the municipal area, including urban design and cultural heritage issues Environmental planning issues;
- Public and environmental health issues;
- Matters which are within the responsibility of the Development and Environmental Services Division pertaining to: Asset management, Financial management, Debt write off, Fees and charges, Projects, Budget;
- To first consider all comments referred to the Council by the Battery Point Advisory Committee;
- To receive and consider reports and comments pertaining to the Committee's functions from special committees, advisory committees, sub- committees or such other groups which may from time to time be formed;
- The awarding of tenders and contracts (where the contract sum exceeds the General Manager's delegation);
- Proposals for changes or additions to existing legislation or by-laws or the drafting of new documentation.

- Preliminary consideration of the Council's draft Annual Plan;
- Matters pertaining to the conduct of the Council's Annual General Meeting;
- Matters pertaining to the conduct of local government elections;
- Matters pertaining to the Council's Economic Development Strategy, including strategic property issues;
- Matters pertaining to organisational development and risk management;
- Consideration of the proposed meeting schedule for Council and council committees;
- Receiving reports from Council representatives on outside bodies and from other bodies as determined by the council;
- Receiving and considering reports pertaining to the Committee functions from special committees, sub-committees or such other groups which may from time to time be formed;
- The awarding of tenders and contracts (where the contract sum exceeds the General Manager's delegation;
- Considering matters not falling within the terms of reference of other Council committees.
