'A city with people in mind'


The development of an Inner City Development Plan follows on from a wide-ranging community consultation in 2005 which culminated in the formation and adoption of Hobart's 2025 vision statements and 20 year strategic framework.
The Hobart City Council has long-recognised the vital role that the inner city plays in delivery of the people's Vision. It requires a plan to give effect to that Vision as it may be applied to the public spaces and public life experienced within the inner city of Hobart.
The Council wishes to see the city returned to the people and to do this, an Inner City Development Plan is needed to manage the continued evolution of the inner city as a people place and to guide future investment in public and private infrastructure.
In 2009, internationally recognised urban planner and architect Jan Gehl was commissioned to undertake a Public Spaces and Public Life Study of central Hobart.
Professor Gehl has now completed his study which is stage 1 of Hobart's Inner City Development Plan (ICDP).
The Study is titled Hobart 2010 Public Spaces and Public Life - a city with people in mind.
It has taken Gehl Architects almost a year to develop Stage one of the ICDP that looks at the overall future of the city, with a focus on improving how people move around and enjoy the inner heart of our city and its links to outer areas.
The Gehl Plan is very wide-ranging and all-encompassing and will take some time for the Council to digest all the major recommendations.
To ensure the widest possible views are considered, the Gehl Report is now available to the community.
The Council is planning a formal, comprehensive consultation program during February and March 2011 to obtain feedback and community views on the recommendations documented in Hobart 2010 Public Spaces and Public Life - a city with people in mind.
It is expected that the results of the community consultation will be presented to the Council for consideration towards the middle of the year.

Analysis (PDF 10.3MB)
The Analysis is divided into four sub-chapters and includes an analysis of the physical conditions provided for pedestrians in the city centre as well as how the city's streets and squares are used. The analysis covers both the issues related to walking and getting around in general, and the issues regarding spending time in the city.
Recommendations (PDF 12.4MB)
The Recommendations are divided into four sub-chapters and are based on the findings in the analysis. A set of simple and overall recommendations are put forward covering the main problematic issues today. These are followed by more detailed guidelines indicating desirable improvements.

The Public life data presents all the collected data of the public life surveys. How are the streets, squares and parks in the study area used? How many people are walking in the streets? How many activities are going on? What goes on during weekdays and Saturdays?
